Supreme council for Environment is established in 1997 under presidency of Sheikh Sabah Al Ahmad Al Jaber Al Sabah (May Allah Bless him and Keep him) Prime Minister and Minister of Foreign Affairs and head of Supreme Council for Environment at this time.
In 2003, Sheikh Jaber Al Mubarak Al Hamad AL Sabah (May Allah bless him) prime deputy Prime Minister and Minister of Defense commissioned the presidency of Supreme Council for Environment till date.
The most important issues that discussed in meetings of Supreme Council for Environment during the previous years, are the following:
1- Sebia Bridge
2- The capacity of Judicial officers of Authority employees and Executive Regulations.
3- Remove estimated and unauthorized attendances in John Kuwait (Kuwait Zone).
4- Fish farms and moving them outside John.
5- Remove handicrafts exists on Aeisherj coast.
6- Natural reserves (protected area)
7- Uplifting and Pumping station in Meshref Plant.
8- Damaged ships and polluted soils in University Coast.
9- Strategy for qualifying and protecting John Kuwait (Kuwait Zone)
10- Qualify filling sites and install burners and recycling wastes (solid, fluid and constructional wastes).
11- Filling sites of Asbestos Pipes.
12- Medical burners (General Authority of Environment- Ministry of Health)
13- Problem of Ali Sabah Al Salem District (Om Al Hayman), Western Sheiba Factories and Abdullah Port.
14- Housing some industries in Sabhan and Western Sheiba Region in collaboration with private sector.
15- Establish fourth refinery in (Ras Al Zour).
Whether the most important topics discussed in meetings of Supreme Council for Environment during 2010and they received decrees and recommendations are the following:
1- Uplifting station in Meshref Plant.
Council recommended to coordinate and follow with Committee of qualifying waste filling sites in council of Ministers (tri-committee) and recommended with the necessity of visiting an international team specialized in making surveying study and estimate the position in order to avoid any future health harms.
2- Current environmental position in Ali Sabah Al Salem Region (Om Al Hayman),
Upon reviewing the Supreme Council for Environment on the reports of General Authority of Environment about the current environmental position in southern region of state (Om AL Hayman), it decided to close some factories as they are not committed and not complying with its requirements and environment standards as the General Authority for Environment performs the following procedures in order to improve the environmental position as following:
- Form inspection team and impose violations for numbering 76 factories in region since 2010 and committed them to install treatment units in order to reduce the gas emission.
- Establish environmental commitment fund in order to assist and help the investors to fully commitment with regulations, requirements and environmental standards.
- Allocate western shaieba region for middle and light industries.
- Plant trees in the region between western sheiba factories and Ali Sabah Al Salem District (Om Al Hayman).
- Obligate the industrial facilities to contract with environmental consultancy offices in order to present approved reports about its monthly emissions.
3- Regulation of personnel affairs of General Authority of Environment and specializations of organizational units in order to determine the financial cadre.
- It is approved from Supreme Council for Environment after the study that done through Messrs. Of members of board of directors and competent authorities.
4- Current environmental position in Aiesherj Region:
Supreme Council for Environment decided to remove all handicrafts and industrial facilities existed on Doha Coast (Aieshrej), as the general Authority of Environment performs the following procedures:
- They constitute work team with competent authorities.
- Limit all violations and transgression in the aforementioned region and putting the suitable procedures for violators and transgressors.
- Present the imaginations and suitable solutions to treat the specified violations and specify the practiced activities.
- Specify the facilities that should withdraw the license from their owner and the facilities that their owner deserve the compensation.
- Put the future solutions in order to qualify the region from environmental damages due to the violations of violated facilities therefore they agreed with British Centre for Environment, Fisheries and Aquaculture Science ( CEFAS) in order to re-qualify the John Region.
5- Current environmental position concerning the Ghazali Drain.
- The council reviews the report and approves its contents including recommendations, therefore the General Authority of Industry in coordinating with Ministry of Public Works to submit periodic report each two month about the procedures that performed concerning solving the problem accurately, unless submitting the final report and after terminating the work of concerned teamwork works to discover the illegal linking problem of rain network and stopping its resources directly in the industrial areas linked with Ghazali Drain Network related to Ministry of Public Works. Also the required budgets of teamwork through the General Authority of Industry and immediately to council of Ministers in order to approve it and begin to execute this plan.
6- The most important achievements of General Authority of Environment:
- The general authority of environment gets the scientific achievement prize as a result of establishing the environment control information center.
- Achieve the coral reefs encyclopedia in collaboration with Kuwait science club.
- Establish building for environment awareness for students of Ministry of Education and use the alternative energies in some of building sections.
7- Misuse of some of materials and products in national celebrations and festivals (foam).
- Supreme council for environment approved the proposed natural reserves areas (protected areas) through the central committee in order to supervise and control the execution process of projects related to re-qualifying environment excluded Khadhma reserve (Khoiesat) as the general authority of environment is commissioned to make the site under intensive study and display and indicate that the suggested parametric of reserve didn’t conflict with any activities held in the site.
- Also the council approved the recommendation of general authority of environment by adding the unarmed region that aligns of the western and northern border lines of state along with Kuwaiti Iraqi borders with width of 5 Km for proposed and suggested reserves and submit the matter to the honored council of ministers in order to take the necessary procedures and actions.
